Planning application weekly list and the Proposal of Application Notices

What the weekly list and the Proposal of Application Notices (PoAN) are, and why we create them.

What the weekly list is 

The weekly lists show the planning applications that have been submitted in the last week. 

We provide the weekly list so that councillors, MSPs and MPs, community groups and the public can easily see what new planning applications have been submitted.

What the Proposal of Application Notices (PoAN) are 

Before a developer submits a planning application for a major development, they need to consult directly with the public on their proposals.

Consultation for a major development 

Submitting a Proposal of Application Notice (PoAN) means that communities: 

  • are aware of major developments 
  • can comment on a proposal before a planning application is made. 

The developer must submit a Proposal of Application Notice (PoAN) to us before starting any consultation. 

The notice must include: 

  • a description of the development 
  • the proposed site boundary 
  • details of the applicant's consultation strategy. 

We then accept the consultation strategy or make suggestions on how to improve the process. Once accepted, the developer carries out the consultation. Any comments are made directly to the developer rather than the council, as the purpose of this consultation is for developers to engage with the community. 

After a PoAN has been submitted 

There needs to be at least 12 weeks between the submission of a PoAN and of a planning application. 

If a planning application is not submitted within 18 months, the developer needs to submit another PoAN. Another round of consultation will also need to take place.
