Draft Delivery Programme Update 2024

We're preparing an update of the council's Local Development Plan (LDP2) delivery programme.

The delivery programme sets out what has been done, and what still needs to be done, to deliver the strategy, policies, and proposals of the current Local Development Plan. It also includes a 10-year estimated housing site delivery programme.

The Draft Delivery Programme Update 2024 [6MB] is now available for consultation. Submit your comments by 20 December 2024.

The statutory development plan for Renfrewshire

The statutory development plan for Renfrewshire consists of the:

  • National Planning Framework 4 (NPF4)
  • Renfrewshire Local Development Plan 2021

The National Planning Framework 4 (NPF4)

The National Planning Framework (NPF) is a long-term plan for Scotland that sets out where development and infrastructure is needed. It sets out national spatial principles, regional priorities, national developments and national planning policy.

The National Planning Framework 4 was adopted on 13 February 2023.

When the Council is assessing a development proposal, they need to consider if it accords with the spatial strategy and policies in the National Planning Framework 4 (NPF4) and the Renfrewshire Local Development Plan.

The Renfrewshire Local Development Plan 2021

The  Renfrewshire Local Development Plan 2021 [20MB]  replaced the Renfrewshire Local Development Plan 2014.

It sets out the spatial strategy and proposals for Renfrewshire over the next 10 years.

The Council approved the local development plan on 15 December 2021.


Court of Session Appeal in relation to the adoption of the Plan

On 20 January 2022, Renfrewshire Council was served with an appeal in relation to the adoption of the local development plan.

The outcome of the Court of Session appeal has now been intimated to the Council.

The Court of Session on 29 June 2022 decided to allow the appeal and quash the Renfrewshire Local Development Plan 2021 in the following respect:

  • In relation to the Thriplee Road site (LDP2064) in Bridge of Weir, to remove the green belt designation (Policy ENV1), thereby showing it as 'white space' in the adopted Renfrewshire Local Development Plan (2021).
  • Removing the residential designation (Policy P2) of the site at Golf Driving Range, Rannoch Road, Johnstone (LDP2057), thereby showing it as 'white space' in the adopted Renfrewshire Local Development Plan (2021).
  • In relation to Auchenlodment Road site (LDP2053) in Elderslie, to remove the green belt designation (Policy ENV1), thereby showing it as 'white space' in the adopted Renfrewshire Local Development Plan (2021).

New development supplementary guidance 2022

The Council has adopted new development supplementary guidance which supports the Local Development Plan providing additional information on designing, delivering and implementing development with an emphasis on place making and sustainable, inclusive development.
