1140 Early Learning and Childcare (ELC)

Welcome to Renfrewshire's 1140 early learning and childcare information centre.

Renfrewshire's 1140 early learning and childcare expansion plan

Currently, more than 85 per cent of Renfrewshire's children eligible for early learning and childcare are receiving 1140 hours.

We continue to offer 1140 hours to as many children as we can and will offer additional hours to those not already receiving the expanded hours as soon as we can. Where we can't offer 1140 hours, we will offer the legal minimum requirement of 600 hours. You can read more about the legal duty placed on councils below.  

We also have a new timeline for completing the required building works following lockdown. When all our building works are complete, we will be able to offer 1140 hours to all eligible children in Renfrewshire. To see our new timeline, visit our building work updates page.

If you have any questions about when your child will receive 1140 ELC, please speak to your child's nursery or childminder. 

Statutory deadline

All Scottish councils were due to provide 1140 hours of early learning and childcare to all three and four-year-olds and eligible two-year-olds by August 2020. Due to the coronavirus pandemic, the Scottish Government announced that this legal duty had been removed. This was based on councils having to respond to the coronavirus pandemic. A new deadline has not yet been announced.

We can offer some reassurance to Renfrewshire parents - we are offering 1140 hours wherever we can, and the majority of children in local council-run, partner nurseries and childminders have received the expanded hours from August 2020.

For children who we currently can't provide 1140 hours to, we are providing the legal minimum of 600 hours. We will offer these children the expanded hours as soon as we can. Please see our building work updates for the latest timescales.

Benefits of children receiving 1140 ELC

We are already seeing the benefits on children's learning and development by having access to early learning and childcare. These include

  • learning through play
  • improving their communication skills
  • building up their confidence
  • making friends and having fun.

Increased early learning and childcare hours is ensuring that Renfrewshire children have the best start in life.

The additional hours also benefit parents by reducing the cost of childcare and keeping money in their pocket. It also allows parents more time for work, training or study. 

Children who attend nursery and receive 1140 hours of early learning and childcare will also get a free school meal during lunchtime.

Applying for 1140 hours of early learning and childcare

If your child already attends nursery or childminder listed on our website, they will be in touch with you directly when your child can access the additional funded hours. 

If your child is due to attend nursery or a childminder between now and August 2021, the nursery or childminder will already have confirmed which placement your child will receive. For those nurseries waiting on building works being completed before they can offer more children 1140 hours of early learning and childcare, they will contact you when they can begin offering these hours to your child. Any children not able to access 1140 hours will be offered 600 hours, the legal minimum.
